José Manuel Martínez Sierra is Jean Monnet Professor for the Study of European Union Law and Director of the RCC, Director of the USA-Spain Scientific and Academic Network Research Group, and Faculty Associate of the David Rockefeller Center for Latin American Studies.
He has an M.A. in Law, M.A. in Political Science and Sociology, a J.D. and a Ph.D. in Law ( Doctor Europaeus ) from Complutense University of Madrid. He received his LL.M. Eur. from Alcalá University and a Specialist Degree in International and Comparative Law from the University of Amsterdam.
Martinez served in a number of roles in international and national educational advisory and executive positions. He was an advisor to several Spanish Ministers responsible for Education, Universities and Science. He was General Director for International Relations in the Spanish Ministry of Education and General Director of the Spanish Governmental Agency for the Internationalization of Spanish Universities. He was a former member and president of the European Union High Level Group on Education and Training Policies and EU Education Committee, a member of the OCDE Education Policy Committee and former president of the Bologna Follow up Group.
He was the UNESCO Spanish representative for Higher Education. He was member of the advisory council for the Ibero-American Educative Goals 2021 and a member of the Main Advisory Commission of the Andrés Bello Organization for educative, scientific, technological and cultural Latin-American integration. He was a former member of the US-Spain Fulbright Commission, of the Spanish Council of Universities and president of the International Commission for the Campus of International Excellence Program.
He has led and participated in several international policy and project negotiations and implementations in over 50 countries and with international organizations. Among them are the EU´s Europe 2020 strategy for smart sustainable and inclusive growth, the Educative Goals 2021 of the Organization of Ibero-American States, the EU’s Universities Internationalization Strategy and the EU’s Social Dimension of Higher Education Strategy.
Martinez is the author of over fifty publications. He is well known in educational and juridical circles for his positions about integration and supranational governance and his critique of the notion of political and legal integration from the perspective of the welfare state and democratic principle. He has supervised PhD theses, has been in charge of the implementation of competitive research projects, and has organized conferences, specialization courses and international seminars in Europe, Asia, Africa and Latin America.
